Aiming to make the Pointe-Claire Village an appealing location and a prime destination in the West Island, while enhancing its heritage, a new project was launched in 2013 when the City teamed up with Convercité, experts in public participation and commercial revitalization, to conduct a diagnosis of the Village’s strengths, weaknesses, limits and opportunities, and identify the main urban planning and developments issues facing the Village. The first stage involved the participation of citizens, business owners and community organizations, and the results were presented at a public meeting held in April 2014. This diagnosis became the basis for the elaboration of a Special Planning Program (SPP).

During the second stage of the project, the City teamed up with L’Atelier Urbain, a firm specialized in urban planning and development, to write the SPP. In February 2016, the preliminary version of the document was presented to the community at a public consultation at John Rennie High School and the SPP was adopted shortly thereafter, in June 2016, by City Council.

Since then, the City has started to implement the SPP.

  • Better parking in Pointe-Claire Village

In a public meeting held yesterday at City Hall, the mayor of the City of Pointe-Claire, John Belvedere, and the members of City Council filed a policy to improve parking management in Pointe-Claire Village, benefitting commercial activity, residential life, and tourism.

“This policy is part of the Pointe-Claire Village Special Planning Program and its vision to make our Village a prime destination in the entire West Island where people can live, work, and enjoy themselves. It will allow us to improve our interventions in the Village for everyone’s benefit,” stated Mayor John Belvedere.

A specialized firm was authorized to complete a diagnosis of the current parking situation in order to analyze the rate of occupation, the number of spaces, demand, the quality of the facilities, signage, and the management framework. These data helped to identify issues that need to be addressed. A meeting with residents, a participative workshop, and an online poll allowed for more data to be collected and a better understanding of uses and needs.

The policy makes several recommendations, which include strictly applying parking time limits, redeveloping available parking on Lanthier Avenue, sharing parking spaces on private lots through agreements with the City, and installing directional signs.

The City will soon apply these recommendations, such as installing directional signs allowing road users to quickly locate parking lots and the number of available spaces.

“The goal of all these actions is to support economic vitality and a harmonious environment, and to improve the quality of life of Village residents,” said Mayor Belvedere in conclusion.

  • A plan to protect and enhance the la pointe Claire heritage site

In a public meeting held on Tuesday, the mayor of the City of Pointe-Claire, John Belvedere, and the members of City Council adopted the heritage conservation plan in order to protect and enhance the la pointe Claire heritage site, on the shores of Lake Saint-Louis, in the historic Pointe-Claire Village.

“This conservation plan is part of our vision to preserve this site that has shaped the history and development of our city through its location and its various heritage buildings,” stated Mayor Belvedere.

This plan follows the adoption of a by-law in 2013 aiming to protect this site. It includes the windmill, Saint-Joachim Church, the presbytery, the sacristan’s house, and buildings that were once related to parish life, including Marguerite-Bourgeoys Elementary School and the former convent of the Sisters of the Congregation of Notre-Dame.

The conservation plan is based on a three-step approach. It describes and helps readers become more familiar with the heritage site, brings its significance to light, and defines policy directions. It is a reference document to guide decisions concerning all interventions in this historic area. Its implementation is harmonized with the contents of the Special Planning Program (SPP) for Pointe-Claire Village, adopted in 2016.

It is meant first and foremost for property owners in this valued area and for municipal managers. It contains all of the guidelines to ensure that actions taken in the sector are compatible with the heritage values that need to be protected.

The plan defines interventions affecting the exterior appearance of buildings, land subdivision, signage, new constructions and demolitions subject to conservation conditions determined by City Council.

“The la pointe Claire heritage site is a treasure we can all share. It reflects who we were before, who we are now, and what we will become as a society,” said Mayor John Belvedere in conclusion.
